These are addresses of homes where the Special Criminal Investigation Section (SCIS) Narcotics Unit of the Rochester Police Department conducted either a single (yellow) or multiple (red) drug buys where "two controlled buys are made before a search warrant is obtained and one confirmation buy is made just prior to execution of the warrant." The data are found in the Special Criminal Investigation Section [ca.1988] Street Sales Enforcement Program Application to the federal government for $350,000 in federal resources to fund the Highway Interdiction Team. Yellow denotes a single buy and red denotes multiple buys conducted by the Narcotics Unit. The addresses represented the general locations the HIT would operate.
